Surrey County Council granted itself planning permission
in May 2004 to proceed with its controversial in-house design for the new permanent Walton Bridge, new viaduct and new
junction at Cowey Sale.

At the planning committee meeting on 12 May
2004, Surrey County Council ignored widespread opposition to
the plans, from
-
Elmbridge Borough Council, who opposed the design of the
bridge and junction
- Spelthorne
Borough Council who opposed the clover leaf junction
design
- CABE
who have that the
site demands a higher standard of design
- 380 local people who wrote opposing the
design (compared with five who wrote in support)
- Residents'
groups in Walton, Weybridge, Shepperton and Esher who
opposed the design
Five residents were given an opportunity to
speak for three minutes at the SCC planning meeting. Miles
